Zoho CRM Workflow Rule Not Triggering: Causes and Fixes
A workflow rule that silently does not fire is one of the most common support tickets in Zoho CRM, and almost always has a boring, mechanical explanation rather than a platform bug. Before assuming Zoho is broken, work through these in order.
1. Trigger scope mismatch
The rule is set to "On a record action" with the wrong sub-option. "Create" only fires on new records. "Edit" only fires when an existing record is saved after a field changes. "Create or Edit" is the one people actually mean most of the time but forget to select. If a rule was built to react to a status change but is scoped to Create only, it will never run again after the first save.
2. The criteria is evaluated against the wrong field state
Zoho evaluates "field value changes from X to Y" criteria against the value at the moment of the save transaction, not against history. If a record is bulk-imported with the target value already set, or if another automation changes the field before this rule's criteria check runs, the "changes from" condition never actually fires because, from the rule's point of view, the value did not change during this save.
3. API and mass-update bypass
Depending on how a record was updated, workflow rules can be skipped entirely: certain API calls, mass update actions from list views, and import jobs can bypass standard automation unless explicitly configured to trigger it. If your rule works when you manually edit a record but not when an integration updates the same field, this is almost always the cause.
4. The rule was disabled during testing and never re-enabled
Rules get toggled off to isolate a bug and then forgotten. Check the rule list status column first, every time, before reading a single line of criteria logic. It costs ten seconds and rules out the single most common real cause.
5. Execution order and competing automations
When multiple workflow rules, a Blueprint transition and a scheduled function all touch the same record, execution order is not always obvious. A later rule can overwrite a field an earlier rule just set, making it look like the second rule never ran when it actually ran and then got undone.
6. Sharing rules and role hierarchy blocking the action
A workflow action that sends an email alert to a user, or assigns a record, can fail quietly if the target user does not have read access to the record under the current sharing rules. The rule itself reports as executed; the side effect just never lands.
7. Field-level permission on the criteria field
If the field the criteria depends on is hidden or read-only for the profile making the update, some update paths will not register a visible "change" even though the underlying value differs, depending on how the update was made.
8. Daily workflow rule execution limits
Zoho enforces a daily cap on workflow rule executions per organisation, scaled to your edition. On a high-volume day with bulk imports or a busy integration, you can genuinely hit the ceiling, and new executions queue or drop depending on configuration. Check the automation usage limits under Setup before assuming it is a logic bug.
9. The rule is correct, but on the wrong module or layout
If your org uses multiple layouts per module with different field sets, a workflow rule scoped to "all layouts" versus a specific layout can behave inconsistently across record types that look identical to an end user but are technically on different layouts.
A faster way to debug it next time
Before touching the rule configuration, reproduce the exact save path that is failing (manual edit vs API vs import vs another automation) and check Setup > Automation > Workflow Rules > execution history for that specific record. The history log tells you definitively whether the rule fired and what its criteria evaluated to, which turns a guessing exercise into a two-minute lookup.
